GOSHEN In the course of an investigation into a contentious county contract for information technology services with StarCIO, Orange County Government Attorney Rick Golden said that the FBI had presented the county with a subpoena for documents.
Golden stated that it was meant for the county attorney’s attention and addressed to the county as a whole. A subpoena was not served to any person within the county.
Golden stated that the county will abide by the subpoena’s request for materials in full.
The problem surfaced after a whistleblower told State Senator James Skoufis (D, Cornwall) about a no-bid agreement that gave Human Resources Commissioner Langdon Chapman’s brother-in-law’s business a $800,000 contract instead of the $64,000 it had originally been offered for part-time labor.
In the case, Golden, Chapman, and his relative have all denied any wrongdoing; nonetheless, Skoufis has insisted that the transaction was corrupt.
